Well, the topic can't have just one subtopic, can it? If there's only one
subtopic, it's not actually a subtopic, it's part of the main topic. This
is a similar logic to why you can't have a one-item list.

So, sub topics need to exist at least as a pair, if not more.

Therefore, if you find yourself with only one subtopic, get rid of its
heading and combine the content with the main topic.

Make sense?
