Agreed, the headline for the position is awkward. We think that the description that follows is clear, but someone would have to read past the headline.

We started with agencies because we thought they'd already have piles of tech writers' resumes on their desks, and they all do temp-to-hire as an option.

A couple thoughts:

LinkedIn: You can always search LinkedIn for local tech writers and reach out to them individually, especially if their profiles show they're "open to new opportunities." And you can see how people are connected.

Tech writer/QA specialist: I don't know anyone who bills themselves like that -- I've dabbled in QA, meaning I report bugs when I find them and I've been in the same department... Is the position you're hoping to fill more of one role than the other, or really both?

Temp agencies? Is this a contract position? Maybe look for a tech (writer) specialty recruiting firm in the area?
http://www.i-recruit.com/drecruiters_type_technical_writing.htm. If you find a list/page of local writers, even if they aren't looking, see what firms/sites they like (glassdoor, dice, etc).
