With luck the docs are just for decoration and nobody will try to read them.

The final decision is frequently made by someone who holds a belief of being an artist. My worst example of that was a printed manual for a software language (yes, it was that long ago!) where the production department artist put initial caps on lower-case keywords, rendering every single example incorrect. They did this AFTER I had signed off on the blues.
