I'd say no to SSN, DL numbers or any other govt issued IDs until you've actually been offered the position. If they say they won't submit you to the job without it, then decline to be considered and put that recruiter on your personal "do not respond" list. No job is worth the utter chaos that an identity theft will turn your life into for years to come.
