If Mom is totally non-tech-savvy, you might want to look at all-in-one
systems. I don't use them because they can't be upgraded except for
memory and storage, but it doesn't sound as if Mom will be browsing the
web for the latest display cards or 4K monitors.

Wow -- turns out that some of the AIO (all-in-one) solutions are actually very advanced, pricey machines: http://www.pcmag.com/article2/0,2817,2401541,00.asp. And given the integrated nature of the monitor, they're basically, non-portable laptops.

Best Buy has a great filterable list of (113 of) them: http://www.bestbuy.com/site/all-desktops/all-in-one-computers/abcat0501005.c?id=abcat0501005. I'll definitely go this route for her, and it'll be a bonus to get rid of the tower machine under her dining room table :-).
