HTML saved from Word is very dirty and causes all kinds of problems.^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
Microsoft has never had an authoring tool for HTML Help (CHM). You
could use DocToHelp, WebWorks ePublsiher Pro, or WordToHelp to
generate CHM from Word.
