The way most companies make decisions, by the time they consider whatever estimate you give them and actually hire you, you'll be lucky if you still have two weeks to get the job done.

Estimate 14 days x 16 hours/day = 224 hours @ your hourly rate.

(Note that this is similar to the hours you would have estimated if they'd given you /six/ weeks and you didn't have to work much OT; at an appropriate time you can try to educate them about bringing a writer in sooner).

Then provide them with your "ideal world" wish list for source material and SME support and tell them the more of it they give you and the quicker they give it to you when you ask for it, the better the chances that you'll be able to deliver the project for less than your estimate.
