Vicki,

I have it on the best authority, my French-born Director of
Software Development, that HDL refers to "High-Level Design."

This the phase when the user view of the product/feature/enhancement
is specified. It comes after the Functional Specification and
before the Detail Level Design (DDL or DLD) phase.

I hope this applies in your case.
