In regard to Glenda Jeffrey's questions, I would say that a tech editor
should be knowledgeable enough in the requisite technology to know whether or
not the author(s) are writing appropriately for the target audience.
Besides, there are several types of editorials done on documentation, copy
edits, production edits, tech edits, and literary edits. What type of editing
should this person do? How much of it is tech oriented? You really need to
think about these aspects.
