I run into this all the time, The Chicago Manual is right, and I imagine
that they didn't mention "page" because they thought it was too obvious. (No
offense!)

You don't capitalize those words unless they're part of a title; "Page 3"
whenever you needed to refer to a page would look the most ludicrous, but
all of them should stand on their own as perfectly good nouns with no more
need for capitalization than "...the Wall in front of the Jones house." Now,
if it were the Jones Wall of Shame, a national landmark, it would be
different, but it's just that wall, page 4, chapter 6, figure 14 ...

Of course, when you create the caption, it's "Figure 14: A plan view of a
house ..."
