Glenda Jeffrey suggests writing a program to track changes in the code.

On the same track, another option would be to use a configuration management
tool. Check with your "quality" group or the software development
managers/leads to see if they're already using on-line CM... it's pretty
common. (And if they're not, consider suggesting it, with you as the contact
point.) Use the CM tool to find out who's checked out what and go from there.
