Graphics on NT

Hi, all.

I'm looking for a graphic package that runs on Winodws NT without the
Win95 shell. I need to be able to import a tif file, add callouts
(line art and text), and export the whole thing as an EPS file.

I've tried the 16-bit HiJaak package and the 16-bit Corel Draw. Both
don't seem very happy on a 32-bit system. Please tell me that someone
out there knows of a _something_ that works.
