Tammy, List,

Try PaintShop Pro or HiJaak Pro. Both will do what you need. The screen
capture utility in the WinHelp Toolkit (in WinHelp Office) will not resize
the graphics very easily. It certainly doesn't scale as well as the tools
I suggested.

PaintShop is the cheaper of the two I believe (around $70 US). If anyone
has specifics on either... feel free to chime in!
