I'd like to also add that in conjunction with what Rikki described, they
also have a numerical rating system. A "positive" comment increases your
rating by one, a "neutral" comment does not change your rating, and a
"negative" comment reduces your rating by one. As Rikki said, at the
time you post your comment, you have to choose which category it is:
positive, neutral, or negative.

This system was subject to abuse. Someone with a low or negative rating
could have friends post positive comments in order to elevate their
rating. Likewise, if you had a really bad experience dealing with
someone, you could get your friends to post a bunch of negative
comments, lowering that person's or company's rating.

I'm not positive, but I think that ebay has counteracted this problem by
allowing comments from registered users only.
