I realize that from many employers' perpectives, collective bargaining
is A Bad Thing. However, like it or not, union contracts are arrived at
through a mutual process of demands/offers/rejections/more offers/etc.
You seem to be implying that they're imposed in some insidious fashion
on hapless employers (by the guv'ment maybe). The issue here (off topic
though it is, but you brought it up) is unions, not government
regulation, which is another kettle of fish altogether.
