Actually, that was my first reaction also. "Visual Communication"
could probably encompass all kinds of communication, including
drawings, but your average manager-on-the-street is sure to think that
this person does graphic design.
Personally, I think Technical Writer or Technical Communicator is just
fine. It's clear, and I think it's understood that "writers" are
expected to do more than put pen to paper.
