1) If it's important that they get ALL of a certain section, then don't put
any links in that section. If there's additional information they might want
to look at, put a "See also:" at the bottom with the links.

2) If there are links in a section, but it's likely the user will need to
return, either put a "Return" link at the other end, or put the linked
information in a popup or secondary window.
