Personally, I think it's easier for a new tech writer to get permanent
employment. Companies who hire consultants typically want someone that needs
no training -- because they have to pay them by the hour, they don't want to
waste their money on training. Also, many companies feel that it is not
feasible to invest time and money in training someone whom they know for sure
won't be around six months from now.

I recommend that you look for a permanent junior writer position with a
company.
