I have a shortcut key defined for the em-dash (<Ctrl> + <->, if it
matters), and the Numbering box allowed me to type that shortcut. I.e.
1. Define a shortcut key for the symbol you want.
2. From the Format menu, select Styles
3. Select the style you want, then select Modify.
4. Under the Format button, select Numbering.
5. Select a numbered option and then select Customize.
6. In the Number Format box, type "Figure" before the number and use the
shortcut key to enter your preferred dash after the number.

It works in my version of Word 97-SR1.
