I sent off a quick reply and the answer was biased toward what I had on my
mind at the time of the answer.

If you are looking to make those thumbnails a web page (which I was doing as
I responded), then I stick with FP98.

However, if you're talking about just browsing a large collection of
graphics as thumbnails for personal viewing and selection, then I'd
recommend either PaintShop Pro 5's browse function or the browse capability
in ULead's Web Razor suite.
