I think a related question to this one is this: Are users more likely to
look up the verb (task) or the noun (thing)?

I think that users tend to think of *things* they want to know, and then
want to know what to do with those things. I tend to put nounds as my
primary entries, and then use verbs as my secondary entries. For key
tasks, I will add an entry under the verb, but I use the product verb only
and leave the synonyms for under the noun phrases.

What are other people's thoughts about nouns versus verbs and which
deserves more of the "primary" focus?
