Is your content stable, or are there constant updates? There are specialist
catalog creation packages out there, some based on FrameMaker and some on
PageMaker, that can handle much of this for you. One caution: they are
tailored for typical catalogs that have product pictures and descriptions
and prices and layouts. You can probably add fixed text chunks as well, but
we didn't have that need and so didn't investigate those.
