I've experienced similar problems with graphics when using MS Word. I
believe it is a "MS Word problem" not a problem with the graphics. For that
reason, I do not recommend using MS Word for large documents or for
documents that contain extensive graphics.

I will admit that I'm probably not as experienced with MS Word as a lot of
people. I've always used "Publishing" software (i.e., Interleaf Publisher,
Ventura Publisher, FrameMaker) for creating books/documents, not "word
processing" software such as MS Word. In my opinion, MS Word is fine for
small, non-configuration managed, one-shot documents. It is also a fine word
processing software and useful for letters, memos, and brochures. Even
though it does offer some features found in publishing software, it is still
only word processing software. In my opinion, maintaining tight control over
the location of graphics and text, as well as the text appearance seems to
be a constant battle when using MS Word.
