I agree. While I admire the intent, if this were the only feedback I
received I would interpret it as "you're doing great, but you could be
doing even better."

If I were a manager (God forbid), I think I would try to maintain
confidence and keep things positive when negative feedback was necessary
by saying "these are things you do really well, and these are the things
you need to work on."
