Andrew,
WHY don't you use Virtual Media's HDK which creates embedded or free
floating "navigation trees" for windows Help (3.1/4.0) as well as embedded
"navigation" for HTML.

TOC pane also offers a full text search list, a keyword index and a
glossary list if you want.

HDK has generated TOCs like this for over 6 years. I am a satisfied user of
the product.

Greenbrook Technical Communications are the local distributor for HDK in
