Congratulations on being appointed head of the usability/GUI
design team.

Here's one thought: User Interface Engineering

teaches paper prototyping, which sounds like a quick, flexible,
inexpensive way to get a design nailed down before coding
begins -- and which might be a way to prevent the "whatever makes
it to 'that'll do for now' is substantively what goes out the
door" syndrome that you describe.
