I am assuming you are using PM 6.5. You should be able to define
links that jump from one part of a document to another.
I can't answer the other question about opening outside documents. My
understanding is that you have to import the drawing into the document.

e.g. AutoCad when clicked on in pdf? (first launch the program,
and then open the file)
