According to the bible (a.k.a. the Microsoft Manual of Style V3)...

Use numerals to indicate the time of day. Use a 12-hour clock for domestic
documentation, including the minutes, followed by A.M. or P.M. To avoid
confusion, use 12:00 noon or 12:00 midnight for those precise times.
Correct
10:00 P.M.
12:01 A.M.

Incorrect
nine o'clock
10 P.M.
12:00 A.M.
