You can open both HTML files as text in Word and use Tools, Track Changes, Compare Documents. To open as text, select Tools, Options, General and check Confirm Conversions at Open; when you open the file, select Text Only instead of HTML.

Alternatively, at a command prompt on a Windows machine, fc will compare the contents of ASCII and binary files. The Windows2000 version adds support for Unicode text. Type fc /? to see the available options, which allow you to compare line by line (numbered) and see differences. You can direct the output of this command to a log file.
Theoretically you could compare PDFs this way, but since so much of their data is binary it would only be useful to search for tiny differences. If another tool exists that could do this I would expect to find mention of it at http://www.planetpdf.com. I don't.
