I agree that you've been communicating about issues directly. While some
managers are solution- focused and will work with anyone to get the problem
solved, some are more comfortable with going up the food chain, especially if
their work/cultural frame of reference (due to some facet of their experience )
is based on a strict adherence to hierarchy. This particular fish seems very
concerned with blame-laying as well. A nasty combination.

CC'ing your boss on any correspondence on this person's projects (whether he is
or is not) is a very good idea. If it needs explanation, remind your boss that
you're creating an audit trail in order to protect the workflow for you and your
group.
It may seem like a lot of extra effort, but it will be worth it.
