As Michael's post indicated, the meaning of these various levels is
determined 'ad hoc' within each organization. The archives of this
list abound with failed attempts to compare such levels across
different oganizations.

I think the U.S. Department of Labor has made some valiant efforts
to make some sense of all this, but their definitions are not
universally accepted (or even known).
