distributing .chm files

Hi,
I am using RH 2000. I understand that to open .chm files, the user should
have Hhupd.exe files installed. According to Microsoft site, Hhupd.exe
files are installed once you install Win 2000 or IE 4.0 or later.
When I try to open .chm files from computers that have Win 2000 and IE 6.0,
.chm files do not open. It opens if I install Hhupd.exe files separately.
Also MS site says don't run Hhudp.exe in Win 2000.
I am developing help for a browser based application. (The user can access
the application from any where in the world).My company wants only .chm
files and not .htm files. Is there a way where in I include Hhupd.exe files
in the application and when the user accesses the application, Hhupd.exe
files are automatically copied into the user's computer?
How do I solve this problem?
