In some industries that is true. In others, the writer is hired because he is
an expert.

I suspect you are not familiar wit the scope of technical writing. Some
industries hire writer to make the work of others sound better. Other know
that people who are just "writers" can't do the job -- even with experts to
help them. It takes real experience in the industry and they are hired for
that knowledge and their writing skills.
