I had a boss early on in the software industry that taught me the opposite -- the tech writer should be the dumbest person on the team. That way, when the developers started talking geek-speak, you could stop them and say, "Huh? Can you explain that in English?"

For the last 5 years, I've been writing mostly API Reference Guides, Modeler Guides, and SDK Reference Guides. My audiences understand and prefer the 'geek speek'...or the 'correct terminology' as we like to call it. My boss insists that the tech writer be the smartest and most knowledgable person on the development team.

But I know that the mileage absolutely varies form office to office, which is why more and more job postings are looking for: Receptionists/Technical Writers. However, I have yet to see one of those jobs list "API documentation" as a requirement for the receptionists/tech writer.
