Yep, WinHelp is WinHelp, and this is nothing to do with RoboHelp.

In Table Properties, specify a "preferred width" for each column you want to stretch as the window width changes. WinHelp will interpret that formatting as "no narrower than X, but as wide as possible."

Experiment with column width ratios that give you the effect you want.
