No other software will be loaded/accessible on the machine
I need to make regular WinHelp look like an XP window.
Why? If they aren't going to see normal XP features, there shouldn't be any requirement to match XP's appearance.
Just use a plain vanilla white-box/black-text WinHelp format. You will get a simple frame for your information that won't compete with the application interface. The files should be smaller, too.
