I'm Canadian. I've seen people apologize to a parking meters. "Occasional" would be taking it down a few notches.

Several years ago, after visiting my father-in-law in St. John NB (he retired north instead of south), we spent a week exploring part of Nova Scotia. At a bed-and-breakfast where we stayed one night, I bumped against someone (I thought) as I was entering the kitchen. As I turned to apologize, and discovered I was apologizing to a trash basket, I was embarrassed.

The lady of the house smiled and said "This is Canada. Here, the
moose apologize when they bump into trees."
