Scenario:
When you log in to ICQ, a page pops-up. The resulting page is written in
HTML, however the title bar is customized as well as the borders. I was
thinking of using this kind of design for Help. How do i customize the
title bar and borders of a browser? Would you guys have an idea on which
technology should i explore?

I apologize of this has been discussed before.
