The need for a 3rd party tool depends, for the most part, on what kind of transforms you need to perform against your XML. If you need simple HTML, Microsoft HTML Help, JavaHelp, or Oracle Help forJava, this relatively straightforward via XSLT. If you need to produce true cross-browser, cross-platform Help or the WebHelp/WebWorks Help variety, I think the task is substantially more complex - sufficiently so that a 3rd party tool is probably recommended in almost all cases.
