In a well-managed matrix org, there is one manager who establishes
the policies that govern the writers' interactions with the supported groups and does what is necessary to enforce it. If not, the end
result will usually be pretty much the same as if you were working in a non-matrixed environment, the development teams will end up
directing the writers' work..
