WADR, Ronald, there are too many definitions. The folks you're turning
down don't fit your company's requirements for a technical writer this
year. At a different company, or even at your company in a different
year, they might fit the requirements.

Rather than giving them a definition that they don't fit, I would keep
it short and sweet:

"Your skills are impressive, but they're just not what we're looking for
in this position. We appreciate your taking the time to come in and meet
us, and we wish you the best of luck in all endeavors."

It's inappropriate for a candidate to argue with you over whether they
fit your requirements, what your requirements ought to be, etc. If you
try to justify your decision to someone like that, it won't help either
of you.
