You also want to consider your audience-if your readers are NCOs who
work closely with the equipment/procedure, the acronyms may be second
nature to them. For instance, to use my post as an example, NCO doesn't
need to be spelled out for a military audience. I know the Federal
government has a plain English program, which has been adopted with
varying success by different agencies, but from what I hear (a good
friend is a retired flag officer who frequently goes to 5th Army
meetings), communications are still fraught with jargon and excess
surplusage, which we should all eschew.
