This took a lot of searching thru some code. It seems that the error comes when groff tries to emulate nroff. The code to do that checks for utf-8 encoding by trying to convert the document from utf-8 to utf-8 (using the *nix program "iconf") if that fails (which it clearly should not!), it thinks the encoding is incorrect.

Maybe a newer version of groff is in order (install then do the conversion again)? Maybe the Windows programs can use another character set.
