Other alternatives also include:
XML via XSLT to HTML and then CSS
or
XML via CSS to HTML (Prince ofr example)
or
XML via RelaxNG to HTML
or even
XML via OMNIMark to HTML

So stick to XML as as source as it is most flexible and you can transform it
any way you want with any tool you prefer.

HTML is probably better as an output than winhelp as it is more platform and
OS independent, but converting to .chm is quite trivial.
