I concur with other people that a style guide is
useful for standards questions like this and urge
you to develop one.

As for your substantive question, our style guide
says the following:

     Use a numeral in these cases:

     * The number is part of a measurement

     * The number is of the same type and appears in
     the same sentence, paragraph, or bulleted list
     as a number of 10 or greater
