I found a German-local thread that discusses the missing check box:

Even when you manually add the "privacy.sanitize.promptOnSanitize"
setting under about:config and set it to True, it still doesn't work.

Based on the referenced bug fix,

... it looks like the developers consciously decided to ignore the
reasonably possible use case that would require that check box.
