Based on the answers you've received so far, you can see that (a) PDFs
*can* be used for online Help, including context sensitivity, and (b)
many of us think they're inferior for this purpose.

I've read a number of online discussions of this subject among tech
writers. It seems to me that the arguments for online PDFs focus on the
advantages for the producer, whereas the arguments against them focus on
the disadvantages for the consumer.
