I've been using Nitro PDF Pro for several years. Very reasonable, and it
does allow for making fill-able forms. When I did it, I added the form
fields to a document I made. Haven't tried doing it at the same time as
constructing the document. I won't say it was easy to do, but it wasn't
a hair tearer, just time consuming. Nitro PDF Pro is pretty much a
full-service app, including constructing and deconstructing PDF
documents. I haven't worked with other PDF programs ever, or with
Acrobat for a couple of years, so can't make a comparison. Except Nitro
does work better than Acrobat Pro did in 2007; that form was useless.
