Not true. In SharePoint 2007 (and doubtless 2010, though I've not used it
yet), you can drag & drop a directory structure from Windows Explorer into
SharePoint--here's how:

Create a new library. (DON'T turn on "Require documents to be checked out
before they can be edited?" on the Versioning Settings screen--yet.)
On the 'home' page of that library, open the Actions menu and select Open
with Windows Explorer.
A W.E. window will open with that library's address in the address box.
Open a separate W.E. window and navigate to the directory above whichever
directory(ies) you want to replicate the structure of & upload the
contents from.
Select the directory(ies) you want to replicate the structure of & upload
the contents from.
Drag them from that W.E. window into the W.E. window representing your
SharePoint library.

Viola!

Specifically, it doesn't lock out the ability to upload outside of the
checkin/ checkout function. If you are uploading and want to include
directory structure you are out of luck. You have to manually construct
your structure and upload or download within the directory, you cannot do
anything recursively.

For us, the system is slow, very slow.

If all you want to do is serve the finished docs, then it's an acceptable
solution.
