I think you all may be over-thinking this question.

When I get a job requirement I don't understand, I ask them what they mean by it. I let them know that the requirement or term they have chosen could be used in several ways and ask which way are they using it.

They frequently don't know.

Is the ESL writer a writer who uses English as a second language or a person writing for those who use English as a second language?

It could be either way. Most web references on the first page of searching implies the first. You can bet that recruiters will use it either way.
